BACKGROUND NOTE



Born at Grand Island, Nebraska, on July 4, 1912, Otto George Ruff graduated from Kearney State Teachers College and the University of Nebraska.  He received his M.A. degree in 1940 and his Ph.D. in 1959.  He served as Chief Yeoman, United States Navy Reserve, during World War II.  Ruff spent the bulk of his professional career in education and educational administration.



Ruff taught in elementary schools in Hall County, Nebraska; was principal and teacher at Nelson High School; served as bursar at Chadron State College; and worked as the Nebraska State Department of Public Instruction’s Director of Veterans and Adult Education.  He also served for a time as State Superintendent of Public Instruction, Superintendent of Schools at Scottsbluff, and President of Scottsbluff College from 1952-1958.  From 1959 until his retirement he worked for the Colorado Department of Education as a specialist in teacher education and certification.  Otto G. Ruff died at Denver, Colorado, on February 19, 2007.  He was survived by his wife Helen and their two sons, Stanley and Alan.  He is buried at Fort Logan National Cemetery, Denver, Colorado.



SCOPE AND CONTENT NOTE



The collection consists of one folder containing correspondence between Otto Ruff and various people and institutions dating from 1958 to 1959.  The correspondence relates to Ruff’s efforts to locate biographical data on former state superintendents of Public Instruction.  He used this information to help right his Ph.D. dissertation, The Development of State School Administration in Nebraska, University of Nebraska, January, 1959.  Also included in the collection is Ruff’s farewell issue of “This Week in Scottsbluff Public Schools, Scottsbluff College,” May 26, 1958.  It includes a “Resume’ of Progress” detailing accomplishments made during Ruff’s time as president, 1952-1958.
